At an early stage of the process the Secretariat drafted a Synopsis document encompassing a methodology for the work and a proposed approach based on the identity and competency of the Commission and the context in which it would be working. The Synopsis meant to complement the terms of reference and was used as an input for the first Commission meeting in February.

As "mobilizing resources" was selected as a priority by the Commission during its first meeting, the Secretariat drafted a paper on financing mechanisms for adaptation which is a brief description of available mechanisms, both bilateral and multilateral. The paper, produced by Katell le Goulven, was used as an input for discussion during the second Commission meeting in May.
